  • Fall Luncheon Synopsis

  • In October and November, ACEC Virginia and Metro Washington hosted transportation luncheons across the state with guest presenters Shailendra Patel, PE, DBIA and Jeff Rogers, VCO, of the Virginia Department of Transportation (VDOT).  Luncheons were held in Norfolk, Doswell, and Roanoke with attendance by ACEC members and VDOT District staff. In addition to networking, attendees benefited from hearing program updates and providing feedback to VDOT.  Below are a few highlights from the gatherings:


    • VDOT will no longer be pursuing the Consult Submittal Program which would have been the repository for firm information that is replicated for each Expression of Interest. This part of the program will no longer move forward due to conflicts with Procurement Law.

    • The Manual for Procurement and Management has been revised to include Design-Build procurement. In addition, the Request for Proposal (RFP) template has been revised.  

    • Category E has been added to the Present Workload sheet to account for bridge and traffic structure safety inspection.   


    • Up to 70% of VDOT's Design Build contracts are experiencing key personnel being replaced after contract award. VDOT is investigating the use of liquidated damages on future contracts where key personnel are replaced.  

    • Requests for Information (RFI) that pertain to items within the scope of work should be submitted to the design engineer and not submitted to VDOT. RFI's submitted to VDOT should only apply to items that fall outside the scope of work.
