Consider alterations and additions to the Articles of Incorporation and Bylaws, and shall prepare such resolutions as may be directed for consideration by the Council. Represent the Council in forums which establish and promulgate regulations and building codes that govern engineering works. Foster and promote engineering education in all levels of schools in the Commonwealth. Plan and conduct the Council's Engineering Excellence competition. Review the financial and other arrangements between the Council and the Executive Director each year, and recommend any action it deems necessary to the Finance Committee. Recommend to the Executive Board members who are eligible, in accordance with the American Council of Engineering Companies (ACEC) requirements, to become ACEC Fellows and submit to ACEC nominees approved by the Executive Board, and shall recommend to the Executive Board appropriate activities or programs. Implement the financial policy established by the Executive Board, prepare the annual budget, audit the accounts of the Council, and consider matters pertaining to the insurance programs of professional engineers. Establish rapport and working relationships with pertinent governmental departments, agencies and legislative bodies to promote the safety, health, and welfare of the citizens of the Commonwealth; establish legislative goals; make recommendations to the Executive Board regarding state legislative priorities; assist in stimulating communications between the Council and government; assist in developing information and statistics relating to governmental affairs; encourage Council financial support enable it to communicate its views to the government on legislative matters; assemble, analyze, and disperse among the Council information on pending legislative matters. Develop, monitor and update a long range plan to ensure that the Council meets its objectives and serves the needs of its members. Encourage applications for membership, review applications, and recommend acceptance or non-acceptance. Provide opportunities for the Next Generation of business professionals within the engineering industry to develop their business and leadership skills through webinars, luncheons, and networking events. Advise the membership 30 days prior to the Winter Meeting the nominations of candidates to be elected to the Executive Board. Assist the Membership Committee in member recruitment and retention efforts and recommend recipients of Past President Award. Develop a procedure for assisting or advising, upon request, the widow or estate of any newly deceased member, and to act on such special purposes as may be directed by the Executive Board. Develop state and regional programs, including topics, speakers, & the selection of facilities for all meetings/conferences of the Council. Carry out public relations programs and activities to enhance the image of the consulting engineering profession, including publicizing meetings and the compilation and editing of any periodic newsletters.
